In Russia, it is proposed to tighten control over the rail transportation of fuel and the tariff formation of Russian Railways due to the increase in the cost of transportation at a rate higher than inflation, Izvestia reports. It is also planned to initiate an inspection of the FAS on the fact of increasing the delivery time of goods.
"Motor fuel prices are growing faster than inflation. At the same time, the duration of its delivery to the regions by rail increases. Fuel loaded on rail transport has not been supplied to gas stations for weeks, which creates unsatisfied demand in the market and leads to higher prices. There are cases of Russian Railways refusing to accept certain types of cargo for transportation," the letter addressed to Prime Minister Mikhail Mishustin says.
The terms of transportation of fuel by rail at the end of July increased by 2 times compared to last year. The monopoly explained that the tracks are overloaded due to the need to reorient coal exports from western directions to the east, and fuel for domestic needs has priority in receiving for transportation on the network of "Russian Railways". Russian Railways accepts all the volumes that are presented by the oil business.
The Ministry of Energy assures that further changes in fuel sales standards on the stock exchange require a preliminary analysis, taking into account both the current market situation and the forecasted one. From September 1, an increase in the minimum sales standards will already come into force – from 12 to 13 for gasoline and from 8.5 to 9.5 for diesel.
