Russia and Belarus have approved a plan to refuse permits

The heads of the transport departments of Belarus and Russia Alexey Lyakhnovich and Vitaly Saveliev signed an agreement on international road transport. The parties agreed to gradually abolish the permit system for road transport to third countries. Belarusian carriers will not need permits to work in the Russian market and vice versa. Transit traffic to third countries will eventually become not three-way, but two-way.
The Agreement on International Road Transport is published on the website of the Ministry of Transport and Communications of the Republic of Belarus.

The gradual abolition of the licensing system for international road transport of goods to or from third countries will be carried out in stages until 2030, starting from January 1, 2024.

The implementation of the agreement will make it possible to carry out coastal road transportation of goods across the territory of Russia, and by 2030 to gradually switch to a complete non-permissive system for international road transportation of goods.

Any cabotage transportation of cargo and passengers is prohibited in Russia, i.e. transportation by a foreign carrier between points located on the territory of the Russian Federation, but legislators plan to liberalize them from March 1, 2025.

As the Minister of Transport and Communications of Belarus Alexey Lyakhnovich commented on the Soyuz project, from 2025 the non–permissive system will extend to the CIS countries, from 2026 to individual EU countries, full implementation of the Agreement is planned by 2030.
